The Former President's Progressive Warning Overlooks Europe's Real Danger: Technological Decline.

Donald Trump's security policy document presents a flawed assessment of the European Union. It claims that open-border policies and so-called "woke" policies pose an existential risk to the continent's identity. However, this perspective rests on a fundamental misinterpretation of the reality. The actual danger confronting the EU is not societal but technological and economic backwardness.

A Glaring Economic Divide Separating Europe and the US

The data reveal a sobering contrast. From 2008 and 2023, American economic output surged by 87%, while a mere thirteen and a half percent growth for the European Union. During this period, European income per person dropped from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now boasts a greater average income than several leading EU nations like France and Italy.

Today, roughly half of the world’s top fifty technology firms are US-based, while only four are European.

The Innovation Shortfall: A Critical Problem

This widening disparity is driven by stronger productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at over ten billion dollars, compared with only fourteen in Europe.

This gap prompts a vital issue: In the race for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely agree it is largely a contest between two involving the United States and China, with Europe entering at a clear disadvantage.

Root Causes of the Continent's Technological Lag

Several key factors account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile network for financing new ventures. The EU still lacks a genuine unified investment market, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A US startup can launch a service under a single regulatory framework to access a consumer base of over 330 million. The European Union, despite a larger population, is split among twenty-seven separate regimes, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has eroded its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, there are causes for optimism. European leaders are increasingly aware of the severe threat and have begun to advance serious reform. Key analyses on European competitiveness and the internal market highlight the necessity of major changes.

Given appropriate policies and regulatory reforms, these assets could support much higher levels of commercial innovation.

The continent still possesses considerable advantages: high-quality human capital, excellent schools and universities, and world-class labs. Coupled with a large internal market and high savings rates, these foundations have the potential to trigger a surge of venture creation.

Crucially, even if Europe does not take the lead in developing next-generation tech, it can still dramatically boost productivity by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. But, without decisive action to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
