The Demise of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Considerable effort is devoted on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by current data. From observation points, military aircraft that had been scrambled to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly becomes sober acceptance: possibly the incoming missile won't cause damage this time, sparing the city from devastation and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on international aid – a need that European nations are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from American leadership sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, persist.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a assumption well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does nothing to discourage Russia, through diplomacy or military means, from believing that the situation will not shift further in its favour in the months ahead.

Divergent Views

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a entire defensive failure until conditions improve in its benefit.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
